Preamble
The Monty Brewster World Baseball Association (MBWBA) is a fictional Out of the Park Baseball (OOTP) league (current OOTP Version: 12.5.46). The MBWBA is composed of two main leagues, the “major league” Montgomery Brewster Baseball Association (MBBA) and the “independent league” European Baseball Association (EBA).

This Constitution has been established in order to set clear rules and expectations that will create an enjoyable and realistic experience for the members (General Managers, or “GM”) of the league. In order to participate in the MBWBA, all members must agree to adhere to this Constitution. By doing so, you are acknowledging certain responsibilities involved with your participation and are agreeing to uphold them in an effort to make this playing experience as enjoyable as possible for everyone involved.

The MBWBA’s Constitution will be changed and updates as needed. The Commissioner reserves the right to change any portion of this document at any time. GM opinion on Constitutional changes is welcome at any time.

Premise
JANUARY 1973: Major League Baseball passes the Designated Hitter rule for use in the American League on a trial basis. Oakland owner Charlie Finley lobbied hard for the rule and his counterparts obliged. The National League did not approve the rule, and were far from alone in opposing it. Many Americans were against the latest thing to disrupt the National Pastime. In 1969, Curt Flood successfully challenged the reserve clause in baseball, beginning arbitration. Challenges to bring about true free agency for players are lurking on the horizon. Along the way, a society for preservation of the National Pastime was formed. The society decided to launch their own baseball league that would abolish the Designated Hitter and fix financial and player association problems before they arose. "Businessman" Montgomery "Monty" Brewster, who has come into millions of dollars from a deceased uncle, donated the money to the league and is the society's chairman. The Montgomery Brewster Baseball Association was thereby formed as a second major league, in direct competition with Major League Baseball.

The original incarnation of the MBBA went strong from the 1973 season until the 1994 season. We do have all of the in-game history preserved for the most part, but also still have the CATO History available from 1973-1994.

In April of 2010, the MBBA was brought back to life with the 1995 season.

After the 2001 MBWBA season, the decision was made to begin to add international leagues. The European Baseball Alliance, an 8 team league, was the first league added. This changed the main name of our league to the Monty Brewster World Baseball Association (MBWBA).

Culture
The MBWBA Forums are established to be a place where baseball fans can enjoy the experience of running our own baseball franchise within a community of other like-minded individuals. While we all share the same desire to be a part of a top notch fictional baseball league, not everyone will always have the same opinion or viewpoint. Debates and disagreements are a part of life, the MBWBA will be no different. However, members are expected to be courteous and respectful of others, and always treat others with the proper dignity no matter what disagreements may be involved.

Governing Board
The MBWBA will be governed by a board of four. The following are their descriptions:

A. Commissioner: He is the leader of the Governing Board and responsible for helping to promote the league, work with the League Directors to develop programs to stimulate General Manager activity and involvement, and help the MBWBA improve and flourish. The Commissioner will ensure, along with the Governing Board, that the best interests of the league are protected at all times. The Commissioner will cast the tie breaking vote on all MBWBA issues. The Commissioner will be responsible for working with the Vice Commissioner to guide the overall vision of the league.

B. Vice Commissioner: The Vice Commissioner will be responsible for the management and daily operation of the league. He, along with the Commissioner, is responsible for ensuring that all things happen that make the league go: simulating the games, maintaining the league file, updating the home page, and monitoring the forums. He is always available to answer questions about the league.

C. League Director (2): The League Directors work under the direction of the Commissioner’s Office to ensure that league members are informed, educated and active in the community. League Directors are responsible for Participation Point tracking, new General Manager recruitment and development, and monitoring/encouraging forum participation.

League Simulation Schedule
During the regular season, sim “export deadlines” are scheduled each week on Sunday at 8 a.m. CT, Tuesday at 8 a.m. CT and on Thursday at 8 a.m. ET. “Export Deadlines” mean that GM exports should be made prior to that time. Simulations will be run that day at some point following the Export Deadline, to the best abilities of the Commissioner of Vice-Commissioner. During the playoffs and off-season, the sim schedule will be increased up to 6 sims per week. Alterations to the schedule will be announced in advance by the Commissioner to provide members ample time to prepare. The current MBWBA simulation schedule is always available on the MBWBA League Calendar.

General Managers
Want to run your own team as General Manager? The MBWBA looks to create that experience. One of the most important aspects of creating that real life experience is that all teams have active and involved General Managers. We aim to be a participation fueled league and look to our General Managers to take their place in that experience seriously. Checking the forums regularly, exporting, posting about the league in the various ways made available to you, replying promptly to Personal Messages and emails are all parts of creating the real life experience. If you don't enjoy these things, then an online league is not for you.

If no teams are currently open, we're always glad to have extra folks hanging around, as fans, active participators, Assistant GM's, etc. There is usually a need for Assistant GM's if a team is not currently open. So feel free to join the board chatter, join the live chats and write any league articles from your current non-biased position.

Once you've become a General Manager, there are seven base responsibilities involved with active participation in the MBWBA:

1. Exports: Exporting is expected for all sims. It is the responsibility of members to ensure that they have exported in advance of a mandatory sim. An online export tracker is available to assist members. The Commissioner or Vice Commissioner will also provide notification when a new league file is ready on the forums immediately following each sim.

If a member fails to export three consecutive times without explanation, they should expect an Personal Message from a League Director checking on their status. A timely response will be expected; failing that, the League Director will assume that that GM is no longer actively involved with the league and begin to take steps to transfer control of that team to a new GM.

2. Rosters: The roster limit for all MBBA and EBA teams is 27 players. GM's must ensure that this number is not exceeded before their export. Failure to meet these requirements will result in auto-assignment by the Commissioner or Vice-Commissioner (which may not be to your liking).

3. Designated for Assignment (DFA): Players that are newly acquired or waived are found in your DFA area. Players may stay on your DFA list for the next sim + 1 day (usually this will mean 11 days during the regular season). GMs have several options what to do with a player who is in your DFA area:

·         You can assign him to your 25-man roster (prefaced by a placement on the 40-man)

·         You can assign him to a minor league roster, however...

o    Players with a big-league contract must be placed on the 40-man roster or clear waivers before being assigned to the minors.

o    Players with five or more years of MLB service can refuse assignment to the minors and must clear irrevocable waivers.

o    Players with no option years remaining must clear irrevocable waivers before being assigned to the minors.

o    Some players will outright refuse assignment to the minors and must either remain in the major leagues, be traded, or outright released.

·         You can attempt to negotiate a trade involving the player before the DFA time expires.

·         You can out-right release the player.

If the sim is halted by OOTP b/c you have not resolved your player's DFA status, the simmer will try to keep this player in your organization by:

·         Attempting to add the player to your active roster (if 25/40 man roster spot is available),

·         Attempting to add the player to your AAA minor league club,

·         If unsuccessful on both of the previous two attempts, that player will be released.

4. Lineups/Rotations/Depth Charts: It is your responsibility to ensure that these are properly filled for your major and minor league teams, and to have enough players to field a competitive team.

GM's are expected to adjust for injuries as needed. Leaving injured players on a roster increases the risk of injury to other players on the roster via overuse.

5. Disabled List (DL): Players must be removed from your DL within one sim of returning to full health and serving their minimum DL stint. Note that the number associated with each DL (10 or 60-day) represents the minimum time the player must remain there, not the maximum.

6. Personnel: GM's are expected to keep all teams in their organization fully staffed while in season.

7. Participation: A Participation Point (PP) System is in place in order to ensure an active, dynamic league of fuly participatory and involved GM's. The MBWBA puts a great deal of value on creative writing submission from its members. Members receive PP for taking the time to better the league with their contributions. PP can be exchanged for a variety of useful benefits and writing is the best way to earn them.

Requirements for MBBA General Managers: Every MBBA General Manager is required to obtain a minimum of 15 Participation Points by the end of each season with at least 4 of those points coming from Team News. (In addition, General Managers with less than 2 Participation Points at the midseason update may be subject to removal by the Governing Board). Being an MBBA General Manager is a privilege, not a right. The Governing Board must assure that all General Managers are contributing in order to sustain a healthy, active league. Failure to earn your 15 PPTs by the stated Participation Point Deadline means you have given up your General Manager rights in the MBBA. Those rights may be returned to you at the Governing Board's discretion. If you are in your first or second continuous season in the MBBA and you have not met minimums, chances are you will not be returned your General Manager rights.

Requirements for EBA General Managers: You are not being held to a minimum Participation Point count, however, every point counts towards your total if you go to the MBBA in the future.

Most special events are considered optional (the Amateur Draft being one exception). The Commissioner will spell out any participation requirements in advance of these events. Important league votes are considered mandatory. These may include (but are not limited to) votes on All-Stars, seasonal awards, and Hall of Famers. A PP penalty will be assessed for failure to participate in mandatory votes/events.

Members are expected to respond politely to your fellow GM's trade proposals (no matter how unrealistic they may be). This can be as simple as saying, “I am not interested at this time.” Members must respond to trade communications – however briefly – within four days of their receipt. If you have sent a communication to a fellow GM and received no response within this time frame, you may send a complaint to the Commissioner.

When a new version of OOTP is released, the Commissioner will determine a schedule for migration. This will not occur until a.) the MBWBA is in the off-season, and b.) the Commissioner has had time to review the new version and determine its suitability. Once a schedule has been laid out, all MBWBA members will be expected to purchase the new version in a timely fashion.

League Settings and Rules
Current OOTP Game Engine Settings

Free agents may move between the MBBA and the EBA freely, and vice versa. Supplemental draft picks will not be issued as compensation from a ranked MBBA player who goes to the EBA, nor vice versa.

The MBBA and EBA have no affiliation with player trades, amateur draft, or waiver wire.

Finances and Stadium Maintenance
Current OOTP Game Engine Settings

Each GM may set his team’s ticket prices. These prices should remain within reason. Setting outrageously high prices – i.e. double what any other team is charging – is grounds for expulsion from the league.

Salary Cap and Cash Maximum are established for both the MBBA and the EBA in the Game Engine Settings. The EBA shall function within those rules solely.

The MBBA, in addition to in-game financial rules, has some outside of the game additions to their financial model. The in-game setup allows for a $100 million Cash Maximum in the MBBA, which is equivalent to one year worth of salary cap. Teams with cash over their league maximum will have the excess total placed in their private Ballpark Funds account. Funds in this account can be used to purchase ballpark renovation/relocation awards. This account may not exceed $50,000,000.

NOTE: Members must have participated in the MBA for one full season before qualifying to select any Ballpark Reward with the exception of Additional Seating. Cash costs of ballpark rewards will first be deducted from a team’s private Ballpark Funds account (if available) before on-hand cash reserves are touched. All Ballpark Rewards require an article about the reward to be submitted prior to the start of the upcoming season.

Stadium Maintenance

Stadiums must be properly maintained over time or they will become old and unappealing to fans.

To keep a ballpark maintained, you must either pay $1,000,000 in cash (out of Ballpark Funds) or 5 PP to maintain the ballparks current state. Failure to do so will result in a loss of 1,000 seats in the stadium.

Stadiums that are older than 40 years old will cost $2,000,000 in cash (out of Ballpark Funds) or 7 PP to maintain annually.

Stadiums that are older than 50 years old will cost $3,000,000 in cash (out of Ballpark Funds) or 10 PP to maintain annually.

Ballpark Renovation

Additional Seating50 PP base cost + Construction Costs (see below). Additional seats must be purchased in blocks of 100 seats. No more than 5,000 seats may be added during one off-season and no ballpark may exceed 65,000 seats. Construction costs per 100 seats are as follows:

35,100-45,000: 2 CP + $40,000

45,100-55,000: 3 CP + $70,000

55,100-65,000: 4 CP + $100,000

Grass – Convert field to grass turf for $10,000,000

Artificial Turf – Install artificial turf for $15,000,000

Permanent Roof – Convert your ballpark into a dome for $20,000,000. This renovation cannot be undone once selected.

Retractable Roof – Add a retractable roof for $25,000,000. This renovation cannot be undone once selected.

Move Fences – Alter your ballpark’s dimensions by raising/lowering or bringing in/pushing out your outfield fences. The cost is $1,000,000 + $50,000 per foot of change. Moving the fences will alter your ballpark’s factors (exact changes to be determined by the Commissioner). Final dimensions must be approved by the Commissioner.

Ballpark Naming Rights

Teams may sell the naming rights to their stadium in exchange for either fan interest or cash. This allows GMs to rename an existing stadium. There are two ways to choose this reward:

Responsible Renaming – Teams choosing this path recognize that fans prefer a less corporate, more community-oriented name for the ballpark. Exchange 40 PP + $500,000 (ballpark funds may not be used to pay this cash cost). Your fan base rewards your responsibility with +2 Fan Interest (max 85). New ballpark names must be approved by the Commissioner. This reward may only be selected once every ten seasons.

Corporate Sellout” – Teams choosing this path recognize that the highest dollar can be had by selling out to the highest bidder. Receive for $3,000,000 plus the right to rename your ballpark. This will not allow a team to exceed the cash maximum. Fan dissatisfaction with your mercenary ways results in -1 Fan Loyalty. New ballpark names must be approved by the Commissioner. This reward may only be selected once every ten seasons.

Ballpark Construction

Constructing a new 35,000 seat ballpark in your current city costs 100 PP base cost + $50,000,000, and you must submit a news release at least 1,000 words in length announcing plans for the new ballpark. At the time this reward is selected you may elect to increase the new ballpark’s capacity to 45,000 for an additional $10,000,000 or to 55,000 for an additional $25,000,000 above the base cost. Additional PP may be exchanged at the time of purchase to offset construction costs; every 10 CP spent will lower the construction costs by $1,000,000 (to a minimum of $25,000,000). Ballpark construction costs are eligible for a payment plan (see below).

There are a number of benefits to constructing a new ballpark:

Fan loyalty increases by 1

Market size increases by 1

New ballparks open one full season after being selected as a reward. GMs may choose the type (open / retractable roof / dome) and turf (grass / artificial) of their ballpark. Dimensions and wall heights may also be determined by GMs, although final plans are subject to approval by the Commissioner and a surcharge may be levied in the case of particularly unusual designs. A name and unclaimed picture may also be chosen for the new ballpark. Teams must stay in their new ballparks for a minimum of 10 years.

Relocation

Any GM may elect to relocate his team (the Commissioner must approve your team’s new location). Details are essentially the same as the Ballpark Construction reward. Certain teams may have extra incentive to relocate, however, while others may have incentive to stay put. There are 6 criteria that are checked when you elect to relocate:

Fan interest 60 or less

Fan loyalty “Slightly Above Average” or less

Market size “Average” or less

Five consecutive losing seasons

Team not profitable over the previous three seasons

Attendance less than 65% of stadium capacity in both the previous two seasons

GMs who meet 3 of the 6 criteria qualify for double the Ballpark Construction reward (+2 Fan Loyalty and Market Size). GMs who meet 1 of the 6 criteria will receive the same benefit as the Ballpark Construction award. GMs who don’t meet any of the criteria will still gain +1 Market Size but will take a penalty of -1 to Fan Loyalty (reflecting the “mercenary” ways of team ownership).  In all circumstances, relocation confers the additional benefit of allowing a team to change major league details as if the "Change Major League Details" reward had been selected (no CP or cash expenditure required, but the required article on changes still applies).

Payment Plan

Ballpark Construction and Relocation (but not Renovation) costs are eligible for a payment plan. Rather than paying the full construction costs at the time the reward is selected, you may instead elect to pay 10% at the time of selection and break the remaining payments up over four years. Choosing this option adds an additional 20% to the total cost. For example, you could elect to spread out the entire cost of a $50,000,000 ballpark over four years. Doing so would add 20% to the cost, increasing it to $60,000,000. You would now owe just $6,000,000 up front and $13,500,000 each of the next four years (due during the Winter Meetings).

Using the payment plan delays the completion of the construction/relocation as well as the trigger of secondary benefits (fan interest/loyalty and market size) until the full sum has been paid. Defaulting on a payment will result in a fan interest penalty and an interest charge of 30% on your next payment. Defaulting on a second consecutive payment will cancel the reward. In this circumstance, there will be no refund.

Amateur Draft
The MBBA First Year Player Draft (henceforth referred to as the “Amateur Draft”) will be held on June 11th of each season. It will be 20 rounds in length. The EBA Amateur Draft will be held on June 11st of each season. It will be 10 rounds in length. Amateur drafts will be managed via OOTPOU. The Draft is revealed in-game 75 days before the draft and the draft will begin in OOTPOU shortly after that point. Supplemental picks will not be issued after the draft starts in OOTPOU.

Amateur Draft participation is mandatory. All GM's are encouraged to create draft lists within OOTPOU even if they plan to drafting within an announced time window.

After the conclusion of the draft, teams must negotiate and sign their draft choices within OOTP.

For all drafts, order will be determined by record in the previous year (from worst to best). Drafts will be in “straight” order, with teams picking in the same slot each round (excepting cases where draft picks have been traded).

Rule 5 Draft
Both leagues will hold a Rule 5 draft on December 1st of each season. Each round, teams will have the option of either making a pick (if they have an available active and secondary roster slot) or passing. The Rule 5 Draft will end when all teams have passed in a round. Before each Rule 5 draft, each team that wishes to participate in the Rule 5 draft may send a list of the players they are interested in drafting (using the in-game Rule 5 Draft Pool as a guideline) via Forum Personal Message (PM) to the Commissioner prior to the Rule 5 Draft. Included in this PM should be any specific instructions needed (ie: draft a maximum of three players, draft specific positions among three players, etc, etc). There are 10 rounds in the Rule 5 draft. Please bear in mind that players who appear to be available in the Rule 5 draft in-game may become unavailable if their team adds them to their 40-man roster on the import before the Rule 5 sim. Teams can only select players if they have an open 25 and 40 man roster slot.

If chosen in the Rule 5 draft, a player must be kept on the selecting team's 25-man major league roster for the entire season after the draft—he may not be optioned or designated to the minors. The selecting team may, at any time, waive the Rule 5 draftee. If a Rule 5 draftee clears waivers by not signing with a new MBBA team, he must be offered back to the original team, effectively canceling the Rule 5 draft choice. Once a Rule 5 draftee spends an entire season on his new team's 25-man roster, his status reverts to normal and he may be optioned or designated for assignment.

To prevent the abuse of the Rule 5 draft, the rule also states that the draftee must be active for at least 90 days. This keeps teams from drafting players, then placing them on the disabled list for the majority of the season. For example, if a Rule 5 draftee was only active for 67 days in his first season with his new club, he must be active for an additional 23 games in his second season to satisfy the Rule 5 requirements.

Any player chosen in the Rule 5 draft may be traded to any team while under the Rule 5 restrictions, but the restrictions transfer to the new team. If the new team does not want to keep the player on its 25-man roster for the season, he must be offered back to the team of which he was a member when chosen in the draft.

Players are eligible for selection in the Rule 5 draft who are not on their major league organization's 40-man roster and:

·         were signed at age 19 or older and have been in the organization for four years; or

·         were signed at age 18 or younger and have been in the organization for five years.

These players are designated in game in your team's "Transactions" screen by a "#" mark beside their name. Players marked with the "#" symbol are Rule 5 eligible unless they are added to the 40-man roster.

For all drafts, order will be determined by record in the previous year (from worst to best). Drafts will be in “straight” order, with teams picking in the same slot each round (excepting cases where draft picks have been traded).

Trades
Please respond to trade offers as quickly as possible and be nice, even if the offer is absurd. 

Players and Cash are viable items to trade. PP and Draft Picks cannot be traded. There are certain restrictions/qualifiers on trades:

1. Player Restrictions (NOTE: All player restrictions except the first are waived during the Winter Meetings):

·         No more than ten players may be included by a team in a single trade.

·         Players selected in the Amateur Draft are ineligible to be traded for one full year.

·         Players on a team’s 60-day DL may not be included in trades. Additionally, players listed as facing one month or more of recovery time may not be included in trades.

·         International free agents may not be traded until one year after the signing of their first professional contract.

·         No player may be traded within 90 days of signing a major league contract, or within 30 days of signing a minor league contract.

·         Players with at least 10 years of major league service and at least 5 years spent with current team may exercise their 10/5 rule rights to veto a trade.  GMs will be informed if/when this occurs.

·         Free agents signed to off-season major league contracts may not be traded until a set date during the upcoming season:

o    EBA: June 1st

o    EBA: July 1st

·         No Player To Be Named Later (PTBNL) may be included in a trade.

2. Draft Picks: Draft Picks are not allowed to be traded.

3. Cash: Only cash on hand may be traded.

4. Contracts: It is the responsibility of GM's to police themselves regarding contracts acquired via trades. Teams that exceed the Salary Cap due to a trade will be notified of the violation and have one sim to adjust or the Commissioner will make a move that will get the team under the Salary Cap.

5. Trade Deadline: The MBBA Trade Deadline is August 1, as is the EBA Trade Deadline.

Once a trade has been agreed to, notification of the agreement should be posted in the Completed Trades Forum. One of the involved parties should post a list of exactly what each team is receiving. Please hyperlink players’ names to their HTML player pages. Minor leaguers should have their current level noted. The second party must then confirm the trade. Both GM's may include simple instructions on where to assign acquired players in advance of the upcoming simmed games (please keep these brief to keep the workload reasonable). Use this guide to insure proper trade post protocol.

Any two GMs within the same league may agree to a trade. Trades involving more than two GMs must be executed as a series of two-team trades. Each of these must be posted with a header that indicates both that they are part of a multi-team trade and the order in which they should be processed. Trades between MBBA and EBA GM's are prohibited.

Trade Protests: If an General Manager wishes to protest a trade as collusion or extremely lopsided, he must notify the Commissioner. If the complaint is valid the Commissioner will assemble a league trade committee to make a ruling on the trade. All committee rulings are final and will be accompanied with an explanation. Public complaints of trades will not be tolerated.

Player Eligibility

Position Players:
Position players are allowed to play any position you'd like, with the understanding that if they aren't "rated" at that position they probably won't fare so well. The basic defensive spectrum is in use in OOTP, assigning positions a declining degree of difficulty as such: P, C, SS, 2B, CF, 3B, RF, LF, 1B. The basic concept behind the defensive spectrum is that players can generally adapt fairly well to a defensive position to the right of the spectrum, but not as well to the left of the spectrum.

Pitchers:
Endurance is a measure of how many pitches a pitcher can throw before tiring. Pitchers with high Endurance ratings tend to be used as starting pitchers, while pitchers with low Endurance ratings tend to be used as relievers.

Teams may choose to employ either a four or five man starting pitching staff during the regular season. Only during the playoffs is a three man starting pitching rotation acceptable.
